This is a vintage pewter souvenir spoon,  Norwegian, with “HILSENFRA NORGED” text on the handle which translates to “Greetings from Norway”. Marked Norway TINN on back. 

In Norwegian,Tinn means pewter, which is a metal alloy consisting primarily of tine used widely in Norway for traditional, decorative and functional items.
